Here is a character pack of military units.
The units include:

They are all low poly, well rigged, and textured, prepared in Blender 2.79. They are available in the .blend, .fbx, and .dae file formats. The blend files have the textures packed into them, but they are provided as a separate file for the other file formats. The Blend have basic shape keys including blink, brow up, frown, smile, sad, and a rig bone to open the mouth.
I have also provided the Inkscape files I used in making the textures. With these you can easily edit the textures to make new units. Inkscape is a free open source graphic design software.
You can also transpose parts of the different units to another to form entirely new units. They all have the same rig bone structure.
